What’s so special about special education?

But my point in writing this is that Sarah Palin is probably right when she calls for increased funding for students with special needs. But there are other policy issues that must be considered as well. Why is it that the male-female ratio in special ed is about 7-1? Why is it that minority students are overwhelmingly represented in special ed? Where is the line drawn between acceptable and extraneous cost in the pursuit of educating students with special needs? I have inklings about the first two questions; I’ve got nothing on the third. Yes, pay teachers more. Create incentives to make up for the shortage of special ed teachers nationwide. But also address the systemic issues that are placing more students in special education who may not belong.

Compelling!
